 Radio Shack some years back had a Single Tone(1000Hz) Signal Generator
Kit. In their 2002 Catalog it was special order number  990-0315
Of course one with a little electronic Hobby experience could build a
simple single frequency Tone generator.

Interesting question. I suspect it would be better to disconnect the
wire from the Street though.
Although that may require you to have yuor Connectipon reset.
