Verizon does offer it.

They call their offering "voicewing".

Vonage is $25/month unlimited, they have a cheaper plan for 500 minutes of use.

The one rub I see is for DSL subscribers as they usually have to maintain a 
arrangement with the local telco anyway, in my case my broadband is cable.
