Some plans emphasize local coverage, with extended coverage incurring additional fees. Others emphasize broad coverage without any additional fees (roaming, long distance, etc.) Typically, the older plans have more limited coverage for the same money. Moreover, the provider may decline to upgrade the plan for a phone that is not current. They have a contractual incentive with the phone suppliers to "sell" the phones.
