Well someone pays the price. In a Socialist system you can Subsidize the
Cost but that only Hides it is dosen't Change it. The REAL cost of a
computer feature for feature is basicly the same no what country you are
talking about.

 HOW many of those Bus Drivers do you think really owns a Computer. I
would say very few to None.
Now there is a rappidly rising middle class in China in the "Free Zones
where Capitalism is Allowed. And a large number of them own computers
and CAN afford the price of the Software. 
OF course the Basic Notion of "Something for nothing" is present
everywhere and hence the Low Moral Stance fo buying that Pirated $5
copy.
