If Windows (9x, at least) is working correctly, the icons should load relatively quickly, from the file "\Windows\ShellIconCache". Unfortunately, the cache file also accumulates icons and info. for a lot of other programs that are on the system, so it can get pretty bloated. You can clear the cache by deleting the file, and Windows will make a new one (sometimes, it takes a few startup/shutdown sequences for the new file to be created). I do that semi-regularly, here (Win 95/98), and I notice the speed difference (and smaller filesize) after I've done so.
