 Microsoft has begun selling a stripped-down, minimal version of Win XP in a 
number of countries (starting with Thailand) for about US$35... what you are 
describing is almost certainly pirated CDs-- which are widely sold in China and 
a number of other countries.

You can find lots of discussion about the lower-cost 'Windows Starter Edition' 
with a Google search... one article from last August is:
