Because in the US we have a FREE country(At least in Theory) and one has
Choices. 
IF you like the "Eye Candy" you can use it. BUT if you want a lean and
Mean fast machine forget it.

 But convient and quick when one does a lot of opening and closing
programs.

 Than just think of Wallpaper like one Very big Icon it needs to be
Refreshed continiously on the screen just like all the Icons do.
Of course the operation is faster becasue in the case of the Icons the
computer has to look in various places for the Icon to refresh the
screen.
