I don't like the sound of this. You might want to replace
SFC.EXE and run it if for no other reason than there are
probably _other_ executables that aren't working within your
install? 

I use WinRar to open '.cab' files and grab Windows software
when I need a 'fresh' copy. I would probably grab SFC.EXE
manually and replace it with a fresh copy from the install
CD's '.cab' files.
