To see if the TZ= was set properly in your AUTOEXEC.BAT try going to what ever they call a DOS screen in XP, and typeing SET to see your settings on that computer. It may be your program fooling around with your mind and not accepting the TZ= setting you have already set up. From what I have read about XP it is either CMD or COMMAND to do it.
