That's the proper format.  I'd set it in the system variables, found in the
System control panel, Advanced tab, Environment Variables button (near the
bottom).  I'd add it to the bottom under System variables so every user
already has it set.  Click on the New buton and follow the bouncing ball
(Mitch Miller was from Rochester).

If that isn't sufficient, try adding it to c:\windows\system32\autoexec.nt...
