If you're using WinNT/2000/XP, try adding the setting to the C:\Windows\System32\Autoexec.NT file. The NT-based versions of Windows don't load Autoexec.bat at startup like the DOS-based versions. Or-- right-click on My Computer and choose Properties from the popup menu. Go to the Advanced tab, and click on the Environment Variables button. You'll see two sections-- one, User Variables will only apply when you're logged on. The other, System variables, applies no matter who is logged on. (You must be logged-in with Administrator rights to make these changes). (Just as an experiment, I followed that proceedure, and added an environmental variable named 'TimeZone' to the User list... after closing the dialogue box, I opened a CMD session and typed 'SET'. My new setting immediately showed up.... no restart or re-login required). ....
