They do not lock anyone into their CNR program. CNR is an option that can be purchased or not. Strictly the buyer's choice. As some low cost systems are now being pre-loaded with Linspire, they may also include a subscription to CNR but that's up to the provider of the system to include it. It's a way to market a service. But it certainly does not mean you have to purchase the service or even if your Linspire system came with it, that you have to use it. Linspire, like any other debian Linux distribution can be updated with open source or free Linux software. Even the folks at Linspire (see FAQ posted at their on line forum) say the same thing. Their only caveat is in the form of a warning that if you should desire to install the software yourself, there is a chance that it may be incompatible with Linspire. Big deal. Same goes for Windows, DOS, or any other operating system. There is some premium software for Linux which is not free and must be purchased. Those packages are not offered by Linspire via CNR nor are they available from the normal debian repositories. You can purchase them from authorized dealers or directly from the publishers themselves.
