I don't use system restore on my machines at home since I make frequent backups with Acronis. Those folders are created by the system whether or not restore is on but in my case they're empty. As I pointed out to Jeff, if ever you have malware or a virus that you cleaned from the system, it's possible for the bad stuff to remain compressed within a system restore point that was made before the cleaning took place. The only way to get rid of it is to turn system restore off, reboot, and turn it back on again. That removes all previous restore points.
