Sure can but I've found it to be a bit of a problem even after turning it all
off (at least, I think I've turned it all off).

The easiest way to do it is to use Tweak UI (the XP version), go down to the
My Computer section and find Autoplay in there.  In the Types subsection you
can turn off autoplay.

Alternatively, you can right-click on each drive and check out the Autoplay
tab to make finer settings.

Finally, you can use this registry entry to do the same thing:

Put these three lines into Notepad and save it as Noauotplay.reg and save it.
Now, double-click on the file and answer yes to allow it to merge the setting.
