In the XP version of TweakUI, if you open the My Computer item (in the left-hand, expandable list), you'll see AutoPlay as one of the options-- expanding it, you can turn Autoplay off (or on) for specific drive letters of your choice, or generically for all CD/DVD drives or all removable drives.
