You can move the rpogram group from the installer's menu to the All Users structure (C:\Documents and Settings\All Users\Start Menu\Programs) so everyone sees the menu. Registry entries are the other problem which is why you have to install the software as the other user (the original installation only sets them up in that user's registry settings) and/or change permissions on certain registry keys, which is a major pain to figure out which one(s) needs to be changed.
