DiskCleanup wouldn't delete anything that isn't temporary.  The RecycleBin 
might be something that could be left alone, so.. you could simply uncheck only 
that one in the list.   What would be the other files that you "use regularly"?

Well... if you say that your computer doesn't go on the internet, then those 
two programs aren't necessary.

I can't think of anything else except a DEFRAG and SCANDISK as part of a 
regular maintenance run to help make the hdd more efficient.   But maybe you 
have a lot of other running process that causing the slown.  Can you give us a 
list of what you have running in memory?   A Ctrl-Alt-Del would pop-up a list 
the things in memory.
