How about the good 'ole MS-DOS `undelete.exe' file?

It works for me...in Windows9x.  I just restart Windows in DOS mode,
issue a "lock" command, and run the DOS undelete program.  Then voila!
those deleted files are back again.

Even those files in the recycle bin that have been flushed out from
Windows can be recovered.
