Hello Craig!

If you are not doing any of the following 

1) deleting from dos
2) deleting on a network drive 
3) holding shift down when deleting

Then the files should be going to the bin 

I am sure though there is a registry setting somewhere that disables the recyle 

bin, only I cant remeber where it is
