A upgrade box costs considerably CJ> less than a full install box. I believe that W31 is a qualifying product to upgrade to W98SE... check what it says on the box! In any event, even if Win31 wasn't installed, when using the upgrade version, if it fails to find a qualifying product, you can insert Disk 1 (or the CD) into the appropriate drive as proof of qualification. Win9x will happily install onto the same partition as Win 3.1-- if you install it into the same folder, it will migrate your existing applications and customizations (installed fonts, colour scheme, wallpaper, etc). If you install it into a different folder, you will need to reinstall applications and other settings. ....
