Yes, in fact, the only ISA card I have, the FC-20 Tape Controller, doesn't really have a fixed IRQ - I simply chose IRQ 5, told the BIOS that IRQ 5 was an ISA Legacy IRQ, and it knows not to use that IRQ when allocating resources to PnP and PCI devices, plain and simple.
