After installing W2K SP1, I created a Recovery diskette, using the Backup's
Emergency Repair Disk function...

The disk, however, is not bootable-- am I missing something? How is it intended
to be used?

The files on it are:

(Presumably, I could have backed up the Registry to the diskette-- but I
suspected that it wouldn't fit).
