Windows Task Manager.  I try to forget about the AT command. <clutching head, 
recalling days of getting NT Backup working with AT>

ISTR that RASDIAL and RASPHONE aren't very robust.  I'll give this another go 
-- damned if I can recall why I had problems with them some time ago -- and 
holler as to my findings.
