Only an administrator user can stop and start services in the default 
configuration. If you have other users who are capable of this then either they 
are members of the local admin group or someone has changed the system policy 
about which groups can stop and start services. In NT4 that's in one of the 
pulldown menus, choice is called "user rights" or something close to that. (I 
can't believe I'm forgetting parts of NT4 already).
