Yes, per seat means one client license per seat and they can attach to all the servers, but MS is doing away with per seat licensing with W2K I believe (don't remember as I haven't moved our servers to W2K yet). If I remember right it's grandfathered if you upgrade from NT4 but not available with a new W2K domain or something like that.
