Could be the virus detector (I'd say that's the most likely), could be network 
shares that aren't available or something in the network settings that isn't 
available (even with local folders) however you could also try this

go to HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Session 
Manager\Memory Management

and set IoPageLockLimit  to decimal 4096

See if that makes any difference. Made my machine boot about 2X faster.
