Yes, there was a Sanyo that was the cheapest semi-compatible in 1982-3.  I 
think it was indeed about $700 stripped.  I saw one running as recently as four 
years ago, upgraded to dual 360k floppies.   2.5 Mhz, and the most
obnoxious, flickering CGA-ish video you ever saw - it made CGA look like 
UltraVision.  I get epilepsy just thinking about that machine.

The cheapest you could get from IBM that year was a no-floppy 16k stripper for 
$1100.
