I've not seen one that can do this but an app where you set what ports you want it to listen on and then have it allow a connection to be established and log anything it receives on that port would probably do what you want. I don't know how hard it would be to write something like that though but it doesn't sound tough. There is a program called "nuke nabber" that watches on port 135 or 139 or something like that for oob packets. So I know it's possible to do this.
