Do services get started before a user logs on? If a server machine reboots and starts back up again and no user is around to log onto it are any of the services that it normally provides not going to work until a user logs on? The Services list appears to not be the only place that specifies processes to auto-start. Do the other places depend on the user logging on before services are started? What are all the other places where one can specify what to start on boot-up? Autoexec.bat seems like one place.
