Receiving numerous events within the security log concerning invalid passwords 
for clients(Win9x)over vpn connection. With the account locout policy set low 
the machines are unable to access the resouces because everytime the 
authenticate they get locked out. unlocking the account lets them proceed on 
until they access the next resource where they are locked out. Setting the 
account lockout policy high lets them access all resources but numerous invalid 
login attemps show up in the security log.
