You would have to convert to FAT16 which will lose any permissions settings, then install NT4 to a separate directory, then run a repair from W2K to get the boot sector back to the current boot manager program. Should work though. However after doing that your choices of file systems are FAT16 or if you go to SP6 on NT4 you could use NTFS5.
