The one bit I recognize that is strange is the mapping of 8364 to 128. 8364 is the decimal value for the Unicode codepoint for the Euro currency symbol. 128 is the decimal value for this in the Windows-1252 code page, as well as a couple of other Windows code pages. There is a bug that it maps anything greater than or equal 8364 to 128 unless nothing greater than 8364 can occur.
