The first dedicated Internet connection from Whitehorse south in late 1994 was 
only a 56K connection funded by Canarie.  It is much bigger now, in part 
because of the government's needs.  The government was also instrumental in 
getting broadband to the rest of the territory.  However, the telco does not 
hurt as a result of providing the pipe and the connections to it and also gets 
to sell ADSL.

Having said that, private ISPs do sell both ADSL and dial-up connections in the 
communities and will start selling ADSL in Whitehorse in the near future.  As 
our cable modem connection has been in place for two years, we do not hurt.

Not when I was there last July.  I'm not sure how much bandwidth the government 
has but all that seemed to be available to the oprivate sector was dial-up and 
slow at that.
