It's in the Windows\System32 directory, and it has the extention *.MSC (for "Microsoft Command"?). Try creating a shortcut to it, and browsing in that directory to find it. I may have missed one letter in the first part of my spelling, but I'm sure it starts with a c and ends with "mgmt.msc" It's also possible that it's an install option that wasn't checked on when your system was installed.
