It might be a typo. I just checked a XP home edition system in a shop today, 
and it was there. It's in the Windows\System32 directory, and it has the 
extention *.MSC (for "Microsoft Command"?). Try creating a shortcut to it, and 
browsing in that directory to find it. I may have missed one letter in the 
first part of my spelling, but I'm sure it starts with a c and ends with 
"mgmt.msc"

It's also possible that it's an install option that wasn't checked on when your 
system was installed. If so, maybe it can be added from the CD.
