If yer not missing data or having software problems, yes. These are usually temporary files but may also contain real data. If they contain, say, a DLL the easy way to fix it is to reload the software since you'd need to be able to determine the filename and where it should go. If you were editing a file and can't find it now, you'd have to browse through each file looking for the one you were working on; very time-consuming. In general, you're safe to just blow 'em off.
