Yes, the Windows 98 CD is bootable but your computer BIOS must allow 
booting from CD, some older ones do not.

Go into the BIOS on startup and check for something about the boot order.  
To boot from CD you might want to move it to first place, 3.5" floppy to 
second place and HD to third place.
