It only requires re-activation if you make a "significant" change to your 
hardware, like a motherboard. Changing a video card should not trigger a 
re-activation.

If you upgrade your computer you re-activate. This can be done over the 
Internet in a few seconds.

This is not correct, there is no requirement to subscribe to continue to run 
Windows XP.
