Can anyone tell me what cause NTLDR not found error on boot?

I am trying to install a large (200 G) hard drive. I am booting and installing 
from W2000 CD Rom). I get this error, when it tries to boot off the CD ROM. I 
have also encountered this error when I tried to install an existing drive in a 
new computer.

Any help would be greatly appreciated.
