I've installed WinXP on a Pentium 133 with 64 Mb RAM, 10 Gb HDD. It took about two hours to install but once it was running it was usable. According to the Windows Task Manager there was at least 10 Mb of free memory after startup (after a bit of tweaking - see below), which was enough to load IE and surf the web without the system swapping heavily. I've not tried to install Win2K on that machine but I expect the experience would be much the same. Tweaking: WinXP will speed up a lot on an old system if you disable all the eye candy (My Computer|Properties|Performance|Optimise for performance, or something like that) - primarily if you disable support for theming.
