If you (in any account with administrative priviledges), right-click on the Start button, and choose Explore, you'll see (in the left-hand folder-tree), folders for the Administrator, each account, and All Users. Within each are folders for Desktop, Start Menu, Favourites, etc. The reason that when you logged in as Administrator, you didn't have expected desktop icons or start menu items is that they were installed under individual user-names; often install programs don't give you choices about that.
