A couple more things for you.

a) Outbound Q files are created as [lowercase chars].QQQ which when it comes to 
packing Wtrgate/L doesn't see.
b) Doesn't seem to see any inbound arcmail only packets.
c) If I goto wtrconf/l, Users and change a setting for a user, I get:
