Because it wouldn't help you much anyway:

stream << "John ";
stream << "Smith";
stream << "5004 Long Street";
stream << "Nowhere";

The stream itself has not enough information to figure out the 
appropriate level of locking "granularity". It is the application or its 
established idioms that can do the job.
