I'd advise against using deliver, it's rather outdated and doesn't
support the maildir format.

Both procmail and maildrop suit your requirements. However, maildrop
is possibly better in the sense that it uses less resources than
procmail. It is also part of the Courier mail system which uses maildirs
by default.
