IIRC, saving memory to a swapfile is an unstable compile-time option in
the kernel.  Can you find out what options your kernel was compiled
with?  Under Debian, the file is /boot/config-$VERSION.

Note that to use this feature at all, the suspend feature must be
compiled into your kernel.

PS: Swap partitions are about twice the speed of swapfiles, IIUC.
