Subj : DPMS not working on RH 7 system

I'm running RH 7 (no snide remarks please) on an old Dell machine.
The display has dpms capabilities, and the apmd is running.  I can put
it in standby manually by telneting to the machine and runnning

apm -s

as root.  I have the right options in XF86Config-4 (and the log shows
it).  Yet when I run xset dpms 300 600 900 (for example), the display
never goes into power saving mode.  Any suggestions?
