Sort of.  As part of the boot process, Knoppix (for example) probes each
monitor for either its vendor/model numbers or its capabilities (I can't
recall which).  If the former, it looks up a list of vendor/models and
gets the capabilities from that.

So you see, getting the horiz refresh and vert sync from a
monitor=SyncMaster3Ne is already done as much as possible.
