See 'man mount' for a full discussion of mount. Normally, only root
has mount authority. You can overide that by editing /etc/fstab and
include the 'user' option, which gives all users authority to
mount/umount.
Since you didn't inculde your fstab, I'm only guessing that you don't
have the 'user' option for the devices you want normal user to mount.
