FYI:

After further investigation I found that this was not a hotplug
problem. Hotplug was finding the camera. I was getting an error in
syslog when I connected the camera:

unlink after no-IRQ control timeout on ep0out.

I tried appending several different kernel boot parameters in lilo but
none solved the problem. I found that if I removed ACPI from the
kernel the usb functioned correctly but of course my computer would no
longer turnoff after shutdown. Patching the kernel to 2.6.8 also did
not solve the problem.

Finally I updated to 2.6.9-rc2 and this solved the problem.  So far
everything look good.
