Except for the info in Maximum RPM ( http://rpm.org/ which may come
with your distro) viz. /max-rpm-html.tgz/max-rpm/ch-rpm-rpmlib.html
the only other thing I'm aware of that documents the api is here:
http://rpm.org/rpmapi-4.1/modules.html.

Put on a _big_ cup of your favorite stimulant before diving into these
docs ;-)

Unless you have an uncommon reason (and need an uncommon installation
program)  I would suggest you stay with the usual installation method
provided on each platform or just a .tgz if you can.
