If you can increase your RAM to 24MB, you can run pretty much any browser out there, given no DE or WM. If it's just an internet access machine, you don't really need DE or WM anyway. At 16 MB, about the only thing you can run without hitting swap awfully heavy is an old NS 3.x (no css, but a barely useful js) or, as mjt mentioned, dillo... which has css support, but no js as of the last version I have (0.8.0). As I mentioned in another thread, I used to run NS 3.01 on a K-75 with 8MB RAM. It was slow, and hit swap a lot.
